In order to strengthen the strategic role of the Judicial Council and to develop the capacity of the Council as an executive body, the strategic and administrative functions of the Council are being restructured and the Council’s support staff is being expanded.
Solvita Harbacevica, the current Head of the Secretariat of the Judicial Council, will be the Adviser to the Chief Justice of the Supreme Court on the matters of the Judicial Council. She will be responsible for overseeing the implementation of the Judicial Council's operational strategy, coordinating the work of the Judicial Council with the branches of government, including the judiciary and judicial self-government bodies, as well as for international cooperation. On behalf of the Chief Justice, the Adviser will represent the Judicial Council in the development of justice policy initiatives and draft laws, as well as in the Crime Prevention Council.
Solvita Harbacevica has been the Head of the Secretariat of the Judicial Council since its establishment in 2017. She has extensive experience in the executive branch – she has worked in the European Integration Bureau and in the Ministry of Justice, as well as in the judiciary – in the General Court of the European Union and, since 2015, in the Supreme Court.
Whereas, on May 5, Alla Spale has taken over the position of the Head of the Secretariat of the Judicial Council. The Secretariat of the Judicial Council aims to ensure the functioning of the Judicial Council. The Secretariat currently has a head and three staff members. It is planned to increase the number of employees to four.
Alla Spale, the new Head of the Secretariat of the Judicial Council, has 17 years of work experience in the Constitutional Court, where she had been a judge assistant and the Head of the Legal Bureau.
