Based on the forecasts and justifications provided by the chairpersons of the courts, the Judicial Council at its meeting on 25 February approved the standard for the examination of cases in each court for 2022, as well as the standard for the average term of court proceedings in each court instance.
What regards the examination of civil cases in the first instance court, the average standard of proceedings is set at 7.4 months, in the regional court – 4.9 months, in the Department of Civil Cases of the Supreme Court – 6 months before the assignments sitting takes place and 18 months for examining the case.
As to the examination of criminal cases in the first instance court, the average standard of proceedings is 7.6 months, in regional courts – 6.7 months for oral proceedings and 2.3 months for written proceedings, in the Department of Criminal Cases of the Supreme Court – 3 months for the passing of decision on initiation of cassation proceedings, 9 months for written proceedings and 12 months for the oral proceedings.
In administrative violation cases, the average standard of proceedings in district (city) courts is 4.1 months, in regional courts 2.4 months.
In respect to administrative cases, the average standard of proceedings in the first instance courts is 8 months, in the regional court – 5.8 months, in the Department of Administrative Cases of the Supreme Court – 6 months before the assignments sitting takes place and 18 months for examining the case.
