On Monday, September 29, the new Council for the Judiciary, to which representatives from among judges were elected at Judges’ Conference on 5 September and at the Plenary Session of the Supreme Court on 15 September, will come to the first sitting. Thus, the first issue on the agenda of the Council for the Judiciary is elections of the deputy Chair of the Council for the Judiciary.

The Council for the Judiciary will review several questions set forth by the Ministry of Justice. One of them concerns reorganisation of Sigulda court and Riga city Centre district court.

The Council will also discuss and prepare its opinion on new policy initiatives of the Supreme Court and new policy initiatives of regional courts, district (city) courts and Land Registry offices, prepared by the Ministry of Justice. Coordination of the Council for the Judiciary on new policy initiatives or events, to which financing from the state budget is requested, is necessary in accordance with procedure established by the Cabinet of Ministers.  

The Ministry of Justice also initiated to review an issue in the Council for the Judiciary regarding provision of security in court rooms. The issue became topical due to judgement of the European Court of Human Rights in case of Calovskis and reproaches expressed to Latvia for placing a detainee in metal enclosure in a court room.

Continuing elaboration of guidelines on court communication commenced by the previous Council for the Judiciary in cooperation with the Judicial Ethics Commission, this issue is also included in agenda of the new Council for the Judiciary.

The Council for the Judiciary will also discuss issue on court practice in application of claim collateral, which is updated by the Legal Affairs Committee of the Saeima (Parliament).    

Agenda of the sitting of the Council for the Judiciary also includes issues related to career of judges – on determination of a court for execution of judicial duties, on transfer of judges and on the most appropriate candidates to offices of a judge of the Administrative regional court, and request submitted by the Chair of Riga district court regarding rotation of candidates to the office of a judge.  

The sitting of the Council for the Judiciary shall be held on Monday, 29 September, in Room 461 of the Supreme Court, beginning is at 13.00 o’clock.
