The Judicial Council has identified four of the tasks set in the Judicial Council's Operational Strategy for 2021–2025 as the priority areas for this year's activities.
The first priority area is strengthening the efficiency and quality of the judiciary (action line 3). Work in this direction began last year with the establishment of a working group of the Judicial Council, which drew up an action plan to achieve the goal and coordinated the implementation of this plan.
The second action line encompasses strengthening of the independence of the judiciary, focusing on two clauses in the Strategy. Namely, achieving the independence of the budget of the courts as a constitutional body and performing the audit of the organizational management functions of the courts in order to take over the necessary functions from the executive branch (clauses 1.1 and 2.3 of the Strategy). These tasks are interrelated and require the appropriate development of the administrative capacity of the Judicial Council.
The third action line is also aimed at strengthening the independence of the judiciary, namely, the Judicial Council will continue to participate in the development of a competitive remuneration system for judges and court staff (clause 1.6 of the Strategy).
The fourth action line is communication. The Judicial Council will facilitate the performance of the tasks of the Communication Strategy of the judicial system and the observance of the common communication principles in the judicial institutions. This year, special attention will be paid to the uniform dialogue of the judiciary with the public in connection with the centenary of the Constitution (clauses 4.1 and 4.2 of the Strategy).
The Judicial Council will set up working groups to coordinate the implementation of each of the priority areas identified.
