Chair of the Council for the Judiciary Ivars Bickovics and the Head of the Secretariat of the Council for the Judiciary Solvita Harbacevica take part in the General Assembly of the European Network of Councils for the Judiciary (ENCJ), which is taking place this week in Lisbon. The theme of this year's General Assembly is "Leading Positive Change".

Representatives of the Council for the Judiciary will discuss the independence and accountability of the judiciary, the quality of the justice, public confidence in the judiciary and digital justice, as well as actions to achieve these goals and management of processes.

On the agenda of the General Assembly – elections of the ENCJ president and board, financial report, approval of the 2018-2019 work plan. The impact of Brexit on the operation of the ENCJ will also be discussed.

The ENCJ General Assembly will adopt the Declaration of Lisbon on Creating Change.

On the closing day of the Assembly, the ENCJ Market at which Members and Observers will present their most innovative and recent best practice in which change was achieved successfully. The participants will visit the various stands, shop for ideas and be inspired. Participants will also vote for the most innovative and inspiring idea which will be awarded the ENCJ Award for positive change.

ENCJ is non-profit organization, which unites the national institutions in the Member States of the European Union which are independent of the executive and legislature. The Association was founded in 2004, to promote cooperation, mutual exchange of experience and analysis of joint information of Councils for the Judiciary of the EU member states.  It has also been an opportunity to provide joint information and proposals to the EU institutions.
