On Monday, August 30, the Plenum of judges of the Supreme Court has been summoned. In general session of judges it is necessary to elect representatives of institutions of judicial self-government and heads of structural units.

In the Plenum it is necessary to elect one representative of the Supreme Court for a new institution of the court system – the Board of Justice, creation of which has been established by amendments in the law “On Judicial Power”, adopted on June 3, 2010. Chief Justice of the Supreme Court presides over the Board of Justice. Constant members of the Board of Justice are the Chair of the Constitutional court, the Minister of Justice, the Chair of Juridical Committee of Saeima, General prosecutor, the Chairs of the Board of Sworn Advocates, the Board of Sworn Notaries and of the Board of Sworn Bailiffs. Also in composition of the Board of Justice there are one judge elected by the Plenum of the Supreme Court and six judges elected by the Judicial Conference.

In its turn, amendments in the law “On Judicial Power” and the Law on Judicial Disciplinary Liability establish creation of the Disciplinary Court in the Senate of the Supreme Court that will evaluate rule of law of decisions of Judicial Disciplinary Committee appealed. It is necessary to elect six senators in the composition of the Disciplinary Court, two senators from each department – the Department of Civil Cases, the Department of Criminal Cases and the Department of Administrative Cases. The Plenum must appoint the Chair of the Disciplinary Court among them. The member of the Disciplinary Court at the same time can’t be a member of the Board of Justice, Judicial Disciplinary Committee, Judicial Qualifications Committee or the Committee on Judicial Ethics.

In agenda of the Plenum there are also elections of the Chair of the Department of Criminal cases of the Senate and the Chair of the Chamber of Civil Cases. The 5-years term of office of previous Chairs Pavels Gruzins and Gunars Aigars has been finished. Before elections Pavels Gruzins will present a report about work in the post of the Chair of the Department of Criminal Cases, and Gunars Aigars – in the post of the Chair of the Chamber of Civil Cases.

The Plenum will take place in Room 146 of the Supreme Court. The beginning is at 2 p. m.
