The agenda of the meeting of the Council for the Judiciary of 22 January is announced. It is planned to discuss the issue on criticism of the insolvency proceedings expressed in public space.
At the meeting of the Council for the Judiciary, the Department of Civil Cases of the Supreme Court, which is responsible for examining protests in insolvency proceedings, will provide an analysis of the past and present situation regarding the regulatory framework for insolvency. The Ministry of Justice invites to inform about changes made in legislation and measures in solving insolvency issues.
Heads of judicial self-government bodies are invited to participate in the meeting – heads of the Judicial Qualification Committee, the Judicial Disciplinary Committee and the Judicial Ethics Committee – by giving a view on the effectiveness of self-control mechanism of the judicial system and the necessary measures for further improvement of the regulation of judicial system.
In December at the Plenary Session of the Supreme Court, Ivars Bickovics, Chair of the Council for the Judiciary and the Chief Justice of the Supreme Court, called on the departments to assess the situation when the reputation of the judicial system in connection with insolvency proceedings is being challenged in public space.
The Chief Justice believes that it is important to understand whether the situation for the period of 2008-2014, which is being reported by the media, is relevant also at the moment when both the procedure for professional evaluation of judges and the regulation of the insolvency proceedings have changed.
The Council for the Judiciary has received the opinion of the Department of Civil Cases of the Supreme Court and proposals for the development of the judicial system and strengthening the rule of law, as well as a letter from the Department of Administrative Cases and several judges of the Department of Criminal Cases about the action in the event of a reputation crisis, and a letter from the Latvian Association of Administrative Judges.
The meeting of the Council for the Judiciary will be held on January 22 at the Supreme Court, Courtroom 146, starting at 11.00.
