The Council for the Judiciary has sent a proposal to the Saeima (Parliament) to award habilitated professor Kalvis Torgans, the former judge of the Department of Civil Cases, with the title of the Judge Emeritus.

Proposal on awarding of Kalvis Torgans with the title of the Judge Emeritus was submitted on behalf of the Legal Affairs Committee of the Saeima by Gaidis Berzins, the Chair of the Committee.

It is pointed out in the application that Kalvis Torgans has been an outstanding lawyer, professional and authority in field of civil law. He plays an important role in development of legal science and promotion of understanding of civil law in the state, and he gave significant contribution to development of case-law of the Senate of the Supreme Court. With his professional activity, Kalvis Torgans has strengthened reputation of the court in society. He has actively co-operated in legislative processes, participating in work groups on draft laws and in sitting of the Legal Affairs Committee.  

In accordance with Section 66 of the law “On Judicial Power”, the Saeima upon proposal of the Council for the Judiciary may grant the title of the Judge Emeritus to the judge, who had worked decently and who terminated judicial activity.
